The major design and construct works for the Warrnambool and Geelong Line Upgrade was a key component of Rail Projects Victoria’s $1.75 billion Regional Rail Revival program.

The upgrade works were critical in realising major improvements in passenger services between Melbourne and Warrnambool, enhancing capacity, safety, reliability and travel flexibility across the corridor.

Key works included significant station upgrades, new crossing loops, stabling facilities and modern signalling systems to future‑proof the network and deliver long‑term benefits for passengers and regional communities.

Scope

The major components of the Warrnambool Line Upgrade included:

  • Two new crossing loops and a stabling yard with refuelling and de-watering facilities to support expanded services.
  • Approximately 6,500 m of new track and over 200 km of upgraded corridor signalling, with six new interlockings and 80+ new signals.
  • Modernised train control system, integrating DT Infrastructure’s InControl system, replacing paper‑based systems for greater safety and efficiency.
  • Key civil and structural works including track duplication, trenching, bulk earthworks, culvert replacements, road upgrades, and site preparation.
  • Integrated building services and utility relocations to support safe, reliable operations.

The Warrnambool Line Upgrade delivered wide‑ranging benefits, including:

This project was delivered by the Downer Transport Projects business which operated from December 2014 – June 2023 as part of Downer EDI Works Pty Ltd. In June 2023, DT Infrastructure Pty Ltd acquired the assets of the Downer Transport Projects business, including the transfer of approximately 1,200 employees, intellectual property rights, plant and equipment and other assets, and the novation of a number of projects which were ongoing at the time of the acquisition.

  • Modernising Transperth’s signalling and train control technology to a digital solution, with upgrades to signalling along the total length of track on the Transperth network.
  • Installation of more than 7,000 transponders enabling precise train location.
