The Denny Avenue Project was a transformative infrastructure initiative delivered under METRONET, combining four major projects in a high-density urban area with multiple stakeholders.

Delivered for the Western Australian Public Transport Authority (PTA), the project focused on improving safety, reducing congestion, and revitalising the Kelmscott town centre. By integrating the originally separate rail and road packages into a single design and construction project, the approach delivered significant cost efficiencies, streamlined processes, and reduced project risks.

Key works included relocating 900 metres of a century-old water main, removing a dangerous level crossing, and constructing a rail-over-bridge underpass. The project also involved redeveloping the Station Master’s House and Station Plaza, realigning the railway, building sections of the Principal Shared Path (PSP), and implementing associated rehabilitation works.

By trialling innovative construction techniques, the team enhanced safety, sustainability, and efficiency while minimising disruption to the local community. This collaborative, solutions-focused approach delivered a high-quality outcome and set new benchmarks for urban infrastructure projects.

From the outset, the project team prioritised community engagement, First Nations participation, and commercial success, delivering a project that ensured safety, positive stakeholder outcomes, and lasting benefits for the Kelmscott community.

Scope

The project scope included extension road and rail upgrades:

  • Realigned the railway, constructed an underpass bridge, and removed the Denny Avenue level crossing and associated signalised intersections.
  • Created a Principal Shared Path over the new Davis Road underpass on the Railway Avenue side of the rail line.
  • Installed new signalised intersections along Davis Road at Albany Highway, Streich Avenue and Railway Avenue.
  • Delivered civic improvements such as landscaping, refurbishment of the Station Masters House and creating of a public plaza near Kelmscott Station.
  • Installed a new signalised pedestrian crossing near Streich Avenue to enhance pedestrian safety access across Albany Highway.

Social impact

The Denny Ave project delivered measurable social, environmental and workforce outcomes, including:

  • Sustainability: 99% of construction and inert waste and 100% of green waste were successfully diverted from landfill.
  • First Nations Engagement: 6.7% of the total contract value was spent with First Nations businesses.
  • Workforce development: Four track protection trainees qualified during the project, helping address industry-wide skill shortages.
  • Safety: removal of the level crossing improved safety and reduced congestion on the Perth rail network.

This project was delivered by the Downer Transport Projects business which operated from December 2014 – June 2023 as part of Downer EDI Works Pty Ltd. In June 2023, DT Infrastructure Pty Ltd acquired the assets of the Downer Transport Projects business, including the transfer of approximately 1,200 employees, intellectual property rights, plant and equipment and other assets, and the novation of a number of projects which were ongoing at the time of the acquisition.
